– Public services.
– Public procurement.
– Public private partnership.
– Construction concession.
– Service concession.
Study Literature
– Green paper on public-private partnership and community law on public contracts and concessions (COM (2004) 327 final; COM (2005) 569 final).
– Directive 2014/23/EU on the award of concession contracts.
– Directive 2014/24/EU on public procurement.
– Directive 2014/25/EU on procurement by entities operating in the water, energy, transport and postal services sectors.
Objectives and competences
Student:
– knows PPP regulation and legal EU practices,
– is capable of analysing the problem and to predict practical solutions,
– could analyse the eligibility of investments in PPP,
– is capable to understand processes and organizational activities during the realisation
– is capable to analyse decisions of different economic activities for PPP
– is competent to transfer knowledge into practice.
Intended learning outcomes
Knowledge and understanding:
Student:
– Knows the basic principles and shapes of PPP
– knows the roles of stakeholders and processes of PPP
– understand different kinds of PPP and their usability
– knows the EU directive and regulation form PPP field
– knows practical cases of PPP.
Learning and teaching methods
– Lectures with active participating of students (description, discussion, questions, examples, solving the problems)
– Exercises,
– Individual and group consultations (discussion, explanation, special questions).
Assessment
Assessment of written and oral examinations and seminar work.
